Brussels, 2026 – The European Down Syndrome Association (EDSA) is proud to announce a transition in its leadership at the European level.
On the 9-10 May 2026, is the European Disability Forum (EDF) general assemble and elections, EDSA has officially nominated Joeanna Xerri to join the Board of the EDF.
Why This Matters
The EDF is the premier umbrella organization representing the rights and interests of people with disabilities across the entire European Union. As a member of this vital network, EDSA ensures that the specific voices of the Down syndrome community are heard at the highest policy tables.
For years, the EDSA seat on the EDF Board has been held with distinction by Pat Clarke, who currently serves as the EDF Vice President. As Pat steps into a new chapter, EDSA is passing the baton to a candidate who embodies the very spirit of self-advocacy.
Meet Joeanna Xerri
As the President of the Down Syndrome Association Malta (DSA Malta) and a mother of two—including a child with Down syndrome—Joeanna brings a deeply personal and professional perspective to the table.
Her nomination is built on a career of over 20 years of dedicated service in the disability sector. Throughout her career, as president of DSA Malta and a board member of EDSA and the CRPD council in Malta, Joeanna has focused on:

- Self-Advocacy: Empowering individuals with Down syndrome to speak for themselves.
- Right to decide: Pushing for a change in the ongoing Maltese law on supported decision-making.
- Personal assistance: Breaking down barriers to full community inclusion. Joeanna is a member of the personal assistance board of appeals in Malta.
- Inclusive Education: Ensuring every child has access to inclusive school with the support needed.
- Equal Opportunities: Fighting for a Europe where disability is not a barrier to opportunity.
